Terms and conditions
These terms set out the Data Use Agreement under which the Kaduna State Bureau of Statistics provides access to datasets, documents, administrative records and statistical information. Please read them carefully before requesting or using KDBS data.

1. Introduction
This Data Use Agreement (“Agreement”) is made between the Kaduna State Bureau of Statistics (KDBS), No. 16 Muhammadu Buhari Way, Ungwan Rimi, Kaduna, Kaduna State, Nigeria (hereafter “KDBS”), and the requesting organisation or individual (hereafter “the Data User”).
This Agreement establishes the terms and conditions under which KDBS shall provide access to datasets, documents, administrative records, or any statistical information (“Data”) to the Data User, and outlines the obligations for the ethical, lawful, and responsible use of such data.
Requesting data? Downloading openly licensed datasets from this platform is governed by the licence shown on each dataset. Access to restricted, sensitive or non-public data additionally requires a Data Use Agreement executed with KDBS, stating the datasets requested and the purpose of use. 2. Purpose of data use
The Data User must state the dataset(s) requested and the purpose of use, describing the research, programme, analysis, publication, monitoring or evaluation purpose for which the data is required.
The Data User affirms that the requested data will only be used for the stated and approved purpose and not for any unrelated activity without prior written approval from KDBS.
3. Type of data provided
KDBS may provide any of the following:
- Aggregated statistical data
- Anonymised microdata
- Administrative records
- Geospatial data and coordinates
- Survey documentation, metadata, or codebooks
- Restricted or sensitive data (subject to additional controls)
All data will be provided as-is, in the format available at KDBS, and subject to applicable policies, confidentiality requirements, and legal provisions.
4. Confidentiality and data protection
The Data User agrees to:
- Maintain strict confidentiality of all data provided.
- Ensure no attempt is made to re-identify individuals, households, facilities, or organisations contained in the provided datasets.
- Ensure restricted or sensitive data is not shared with any third party without written approval from KDBS.
- Protect the data using secure systems, encrypted storage, and controlled access.
- Comply with the Nigerian Data Protection Act (NDPA), Kaduna State Data Protection Regulations, and global data privacy standards.
5. Data security requirements
The Data User must ensure:
- Use of password-protected devices and secure servers
- No transfer of data via unencrypted channels
- Controlled access limited to authorised project team members
- Secure disposal of data after the project, unless permitted for archiving
KDBS may request proof of the Data User’s security protocols before granting access.
6. Intellectual property and ownership
- KDBS retains full ownership and intellectual property rights to all data provided.
- The Data User is granted a non-exclusive, non-transferable, time-limited licence to use the data strictly for the approved purpose.
- Any derivative datasets, analyses, or models created from the data must acknowledge KDBS as the data provider.
7. Publication and acknowledgement
Any publication, report, presentation, journal article, or digital content resulting from the use of KDBS data must include the following statement:
“Data for this publication/report were provided by the Kaduna State Bureau of Statistics (KDBS). Any findings, interpretations, or conclusions expressed herein are solely those of the authors and do not necessarily represent the views of KDBS.”
Copies of all final outputs must be submitted to KDBS for documentation.
8. Prohibited uses
The Data User shall not:
- Use the data for political, discriminatory, defamatory, or commercial exploitation without permission
- Attempt to identify or contact persons represented in the data
- Sell, lease, or redistribute datasets to any third party
- Alter data in a way that misrepresents Kaduna State or KDBS
Any misuse constitutes a breach of this Agreement.
9. Data breach and reporting
If any actual or suspected data breach occurs, the Data User must:
- Notify KDBS immediately, within 24 hours.
- Provide full details of the breach, affected records, and potential risks.
- Take immediate corrective action to prevent further compromise.
KDBS reserves the right to suspend or revoke access following a breach. Report a breach to info@kdbs.ng.
10. Access fees and cost recovery
Where applicable, KDBS may charge:
- Data processing and extraction fees
- Special request fees, such as GIS extraction or custom tabulations
- Administrative or service charges
Any fee structure will be communicated and must be paid prior to data release.
11. Term and termination
This Agreement becomes effective on the date of signature and remains valid until:
- Project completion, or
- Data is returned or destroyed, or
- KDBS terminates access due to breach
Upon termination, the Data User must delete all datasets and notify KDBS in writing.
12. Liability and indemnity
KDBS is not liable for:
- Errors, omissions, or limitations in the provided datasets
- Interpretation or misuse of the data by the Data User
- Any direct or indirect damages resulting from data usage
The Data User agrees to indemnify KDBS against any claims arising from improper use.
13. Governing law
This Agreement is governed by:
- Laws of Kaduna State
- Laws of the Federal Republic of Nigeria
- Nigerian Data Protection Act (NDPA)
- Any applicable international data protection standards
14. Execution
Where a signed Data Use Agreement is required, it is executed between an authorised officer of KDBS and an authorised representative of the Data User, each recording name, position, organisation, signature and date.
